In 2020, the world faced an unusual crisis. It was not just about lockdowns or the pressure on healthcare systems. Industries across the globe began grinding to a halt because of a shortage of a tiny yet crucial component: semiconductor chips. Car production lines stopped. Smartphone launches were delayed. Global supply chains fractured in ways that exposed just how fragile the modern economy had become.

Suddenly, something most people had never noticed became impossible to ignore. Ford lost an estimated $2.5 billion in revenue due to chip shortages. Sony could not meet PlayStation 5 demand for nearly two years. The crisis made it viscerally clear: whoever controls semiconductors holds significant leverage over the global economy.

At the same time, growing tensions between the United States and China transformed semiconductors into strategic tools. They were no longer just industrial goods. They became symbols of technological power and control. The United States began restricting chip exports to China, and China responded by pouring billions into its own domestic semiconductor programs. In this charged global context, India launched the India Semiconductor Mission with billions of dollars in incentives.

Why Semiconductors Are the New Oil

Today, semiconductors are to the digital economy what oil was to the industrial age. They power smartphones, electric vehicles, artificial intelligence systems, and defense technologies. A modern fighter jet contains hundreds of chips. An electric vehicle like the Tesla Model 3 uses over 3,000 of them. Even the tractors now rolling across Indian farmland depend on embedded semiconductors for precision agriculture.

However, their production is highly concentrated. Manufacturing is dominated by companies like TSMC in Taiwan, which alone produces over 90 percent of the world's most advanced chips. Chip design is largely led by firms in the United States, while the specialized equipment required to make these chips is controlled by just a handful of global players, including ASML in the Netherlands, which holds a near monopoly on the extreme ultraviolet lithography machines that modern fabrication plants require.

This concentration creates a serious dependency problem. Countries that do not produce semiconductors rely heavily on imports, leaving them vulnerable to global disruptions, trade disputes, or geopolitical realignments. India, which imports the vast majority of its semiconductor requirements, faces exactly this challenge.

India's Strategic Case for Entering the Race

India's semiconductor mission is driven by clear strategic goals. It aims to reduce import dependence, build secure and trusted supply chains, and capitalize on the global "China+1" strategy, through which companies are actively seeking alternatives to their existing dependence on Chinese manufacturing. Apple, for instance, has already begun shifting iPhone production to India, a move that signals broader confidence in India as a manufacturing destination.

At the same time, the initiative is closely tied to national security and digital sovereignty. As defense systems, communications infrastructure, and critical public services increasingly run on chips, control over their supply becomes a matter of strategic importance rather than just economic interest.

To support this vision, the government has introduced fiscal incentives, Production Linked Incentive (PLI) schemes, and partnerships with global firms. Micron Technology, the American memory chip maker, has committed to building an assembly and testing facility in Gujarat. The Tata Group has announced plans to set up a semiconductor fabrication plant in Dholera. These are not just press releases. Ground has been broken, investments have been committed, and timelines are being tracked.

The Hard Truth About Building a Chip Industry

The semiconductor industry is not easy to enter. It is built on decades of investment, accumulated expertise, and deeply embedded infrastructure. Taiwan and South Korea spent over 30 to 40 years developing their ecosystems, with sustained government support and patient private capital. The United States, despite all its advantages, is spending over $52 billion through the CHIPS and Science Act simply to rebuild domestic capabilities it allowed to erode over two decades.

Building a semiconductor fabrication plant, or fab, requires billions of dollars, bleeding-edge technology, and a highly skilled workforce. It also depends on stable infrastructure, including uninterrupted electricity supply, vast quantities of ultra-pure water, and highly efficient logistics. A single advanced fab can consume as much electricity as a small city. India is still in the process of strengthening many of these capabilities.

This leads to an important concern. By focusing heavily on fabrication, is India attempting to enter the most complex and capital-intensive part of the value chain before laying the necessary groundwork? Would it be more practical to first build strength in chip design, packaging, and testing, where entry barriers are comparatively lower and where India's existing talent pool is already globally recognized?

Late Entry or a Well-Timed Pivot?

Describing India's effort simply as a late entry, however, does not capture the full picture. The global semiconductor landscape is changing faster than at any previous point in its history. Countries are actively working to diversify supply chains and reduce dependence on a limited number of geographic regions. This shift is creating genuine openings for emerging players.

India also holds certain advantages that should not be dismissed. It has a large domestic market, rapidly growing demand for electronics, and a deep talent base in software and chip design. Indian engineers are already embedded in the R&D teams of Qualcomm, Intel, and NVIDIA. Companies like Saankhya Labs and Mindgrove are quietly building indigenous chip design capabilities. Moreover, India is increasingly being seen as a reliable partner in the global economy at a time when reliability itself has become a scarce and valuable commodity.

More importantly, India's goal may not be to outperform established leaders in the short term. Instead, it aims to reduce complete dependence on foreign supply and secure a meaningful position in global supply chains. Even partial success in semiconductor manufacturing can provide significant strategic leverage. A country that can produce even mature-node chips domestically is far less exposed than one that cannot produce any at all.

A Geopolitical Bet Under Time Pressure

At its core, this debate reflects a deeper tension that India has navigated throughout its modern economic history: the tension between the aspiration for technological independence and the pragmatic constraints of starting late in a capital-intensive, knowledge-intensive global industry.

India's semiconductor push is not simply an economic project. It is a geopolitical bet placed under time pressure. The window created by global supply chain diversification will not remain open indefinitely. Other countries, including Vietnam, Japan, and even the European Union, are making their own moves. India must balance ambition with realism, and urgency with long-term planning. Hesitation carries its own costs.

The Path Forward: Building an Ecosystem, Not Just Factories

Looking ahead, a structured and sequenced approach will be essential. India should consolidate its strengths in chip design, packaging, and testing in the initial stages, while gradually and deliberately developing fabrication capabilities. Building a complete and interconnected ecosystem will be far more effective than making isolated investments in individual segments of the value chain.

Long-term success will also depend on sustained investment in research and development, stronger collaboration between universities and industry, and consistent policy support across electoral cycles. Semiconductor development demands patience. Results often take years, sometimes decades, to materialize. Intel's rise to dominance, Samsung's transformation into a chip powerhouse, and TSMC's ascent from a government-backed startup to the world's most critical manufacturer all took place over generations of sustained effort.

Comparisons with global leaders should guide India's strategy but not paralyze it. Rather than trying to replicate existing models wholesale, India can build its own pathway, one that is grounded in its particular strengths, shaped by its domestic needs, and adapted to the specific moment in history it finds itself in.

The Decade That Will Decide India's Technological Future

Ultimately, whether India's semiconductor mission comes to be remembered as bold strategic foresight or as delayed ambition that never quite caught up will depend not only on the country's intentions but on the depth, consistency, and intelligence of its execution.

The coming decade will be decisive. If India can convert the current global momentum into durable domestic capability, the groundwork being laid today could mark the beginning of genuine technological independence. If the effort falters due to policy inconsistency, infrastructure bottlenecks, or a loss of political will, it risks becoming yet another chapter in a familiar story: a country that saw the opportunity clearly but could not quite close the distance in time.
